I was born and raised in Pine Bluff, AR, and graduated from Pine Bluff High School in 2000. After high school, I served in the U.S. Army from 2000 to 2008. In 2013, I earned a Bachelor of Arts in Criminal Justice from the University of Arkansas at Little Rock. I’ve been married to Viola Surratt for over 20 years, and we have two wonderful children, Elise and Esaias Surratt.


I own and operate DV SOLUTIONS LLC, a federal contracting business established in 2017. We serve the federal government as a prime vendor, subcontractor to prime vendors, and as a provider of supplies and services. DV SOLUTIONS LLC is an 8(a) and SDVOSB-certified company with a joint venture that captures HUBZone, EDWOSB, and WOSB Set-Asides.


In addition to DV SOLUTIONS, I’m also the owner of the Federal Forecasting App, a platform that centralizes federal government forecasts and contracting information. The app streamlines market research and helps contractors strategize for upcoming federal opportunities, increasing efficiency in their marketing efforts.

My mission is to pass down the knowledge I’ve gained to the next generation of entrepreneurs, especially in federal contracting. Many small business owners are unaware of the resources available to them or lack the understanding of the process, which often leads to failure or giving up. Through mentorship, I aim to help entrepreneurs succeed by providing the insights and tools necessary to thrive in federal contracting.
